It is just a 'PICTURE' photo of the front of a sleeve that was made to enhance someone's collection. There may not have ever been a picture sleeve originally issued with the item, or the sleeve may have been too expensive or too difficult to find, or any other of a number of reasons. The 'PICTURE' photo may be of the front of a original picture sleeve(if issued), a foreign issue picture sleeve, EP cover, LP cover or, in some cases, the sheet music associated with the release. I will try to note the 'PICTURE' photo origin whenever I can. The 'PICTURE' photo has no official collector value, but are a nice addition - better than just a blank sleeve.
